  Uploading videos directly to your website requires the Premium or Business Plan, as that comes with access to VideoPress: https://en.support.wordpress.com/videopress/

  However, everybody can upload a video to another video hosting site, such as YouTube or Vimeo, and then embed that video on WordPress.com: https://en.support.wordpress.com/videos/

  These themes are targeted at videos, but you can really use any one you wish: https://wordpress.com/themes/filter/feature:video
