Moving 1 Post To the top of a query_post Result based on category

My client would like to have featured posts appear at the top of the results (always). Ive tried using widgets to accomplish this but for some reason they always have errors so I am resorting to creating my own plugin for this.

At the moment I have a new table that has certain post IDs associated with category IDs.

I was wondering if its possible to move certain posts to the top of the query_post results based on which category I am, or if I’m not in a category. If its possible Id like to keep my table and use the association there to grab the “featured post”

I would normally just do another query_post at the top, but because of the theme this is not possible. It messes with the paged results (off by one) and 1 post gets dropped.

Any help would be greatly appreciated :)
