Moving a blog to a new URL

Hello,
I want to move my blog The World Is Quiet Here (http://j128.wordpress.com/) to a new address, http://theworldisquiethere.wordpress.com/, but it appears that when I searched for the latter URL it is already owned by a private blog. I understand that when making a new blog each URL is unique and there are no duplicates, but I was wondering if since this is a private blog would it be possible to use this URL anyway as mine is public? I want to change my blog URL to what will reflect my blog’s name, since when I first got it I didn’t realize you can’t change a blog’s URL and that, by default, when you set up a blog whatever your username is will be used in the WordPress blog URL unless you change it when you’re setting it up.
So, my question is: can I use the URL http://theworldisquiethere.wordpress.com/ anyway?
Note: I haven’t actually set up this new blog yet. I’m still researching so that I know what I’m doing. This will be the first time I have moved a blog.

You can’t get http://theworldisquiethere.wordpress.com/ because it be possessed by someone (person) yet.
But, that person set his/her blog for private acces.
May be you can choose the other url, theworldquithere, worldisquiethere, etc. -
