moving a .com site to .org

I have a site setup with wordpress.com and recently discovered that I can only upload custom themes if it is set up with wordpress.org. The domain name is hosted with godaddy. Is there a way to move the site to wordpress.org so that this feature will become available, or can I just delete the whole thing and re-sign up to wordpress.org?
