Moving a domain name to WordPress when there is no webhosting?

    8 years ago I registered my domain name, fromagreenhill.com, for 10 years with another provider, but I now no longer have any webhosting packages with them. They are advising me that in order to be able use this domain name WordPress I have to pay for ongoing webhosting with them. This is so I can access a control panel and redirect people to WordPress using fromagreenhill. Is this correct?

    Is there no way of transferring a domain name from one provider to another during its registration period without incurring two sets of charges?

    If you still own the domain, you should be able to use it without incurring additional charges. May I know who your registrar is? You may also transfer it to another registrar such as Godaddy as we are not able to accept incoming transfers. As far as I know, only a domain registration fee is paid to the registrar you’re moving to once the transfer is completed.
