Here are the instructions to Import your content to WordPress.com:
https://en.support.wordpress.com/import/There is not an import tool specific for Weebly, so you are going to need to first transfer the content that you plan to move to WordPress.com into one of the formats listed at the above link.

Correct. You can import your blog from one of the platforms listed here: https://en.support.wordpress.com/import/

If I simply want to add a June 2015 blog post from my Weebly account to my WordPress account, can I manually add it so that it will show up in the archive under its original post date?
