Moving Domain From One Site to Another

Hi!
Writing because I would like to build a website from a theme for the URL https://www.westendsquare.com/.
This domain is owned by a real estate developer, who is a client of mine. The current website was built by another agency, whom I am familiar and on good terms with. The real estate developer would now like ME to build them a website for that domain.
I selected a WordPress theme on ThemeForest.net that I like, but am not sure what my next steps should be. Can I start building this while the other domain is in use and then have the domain name transferred from that website (they are using Wix) to mine when it is ready to launch? Once a theme is activated, I am pretty comfortable editing the theme. I just want to be able to edit the theme and then add the domain when I am ready to launch, but do not want the existing site does not show a dead link until then.
The site I need help with is http://www.westendsquare.com/. It is not hosted by WordPress.com or connected with Jetpack. This site is not linked to my WordPress.com account.

Do you know whether you’ll be hosting the site here? Our service includes SSL hosting, maintenance, and security. And, paid plans include direct support instead of these forums.
Or you can buy separate hosting, install your own copy of WordPress there, and manage the installation and any support needed on your own or through the WordPress.org community forums. Here’s the difference:
https://wordpress.com/support/com-vs-org/If you’ll be building the site then handing it off to them, for example, I’d recommend our services so we can take care of support and maintenance for them.
If you’ll be hosting the site here with us, yes you’re more than welcome to start with a temporary address, built the site as you like it, then move the domain over when everything is ready. Just know you would need a Business Plan to install the ThemeForest theme, as outside plugins and themes add complexity to our support and maintenance.
And, if you’ll be using your own copy of WordPress hosted elsewhere, that host can likely give you a temporary address too. You’ll just want to look into the different options available for staging that, and be prepared to implement one of them.

Oh! One more thing I thought I’d add: if you do host here, we have an importer that can help get some of the content from Wix. You could even start with moving the content over before you buy a plan:
