Moving from wordpress.org. Question on setup

Hello guys,
I want to move my current wordpress.com blog http://escapology.eu to wordpress.org. I want to also change the design and implement the Avada theme. Since there will be a lot of changes involved and a lot of things to be checked and tweaked before redirecting or putting everything live, I have the following question:
Is it possible, that I move content over to my wordpress.org installation, then set everything up, check content, tweak the design if needed etc. and then, for the last step, put it online so my users will land on the newly designed site. Until this point, before I am done with everything, I would like to have my old blog at wordpress.com running. I want to avoid users to land on my newly designed blog without stuff being finished or not working.
I found this video on bluehost which might be a solution. https://www.youtube.com/watch?feature=player_embedded&v=nQ25Uj2cHXc But guys over at wordpress.org forums told me that this is not the right solution for my special case. They sent me over here. Please help…

WordPress.com and WordPress.org are completely separate have separate logins and separate support forums. All questions about the WordPress.ORG end of things have to be posted to their support forums not here. http://support.wordpress.com/com-vs-org/
1. Hire a web host http://wordpress.org/hosting/
2. Set up a WordPress.org install and equip it with a theme and plugins.

http://wordpress.org/plugins/3. Export your content out of your WordPress.com blog http://en.support.wordpress.com/export/ and import it into the install.
4. Purchase a site redirect upgrade from wordpress.com
http://en.support.wordpress.com/site-redirect/ or if you have domain mapping then update the nameservers http://en.support.wordpress.com/domains/domain-management/5. Transfer subscribers and stats. See http://en.support.wordpress.com/moving-a-blog/moving-your-subscribers/
6. Set your wordpress.com blog visibility to private. To change blog visibility to private go to > Settings > Reading scroll to Blog Visibility and choose option 3 . See the guide here http://en.support.wordpress.com/settings/privacy-settings/
Alternatively you can purchase a Guided Transfer and Staff will do the move and set up for you http://en.support.wordpress.com/guided-transfer/
NOTE: WordPress.com and WordPress.org have different log-ins and run different versions of themes with same names. If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.

Yeah, funny…guys at wordpress.org sent me over here. The above answer describes the standard process of moving which is already clear. It however doesn’t solve the specific issue I have posted.

Ask your host – they should be able to set you up with temp access while the move is under construction. I can still access the old site I have after migrating the site content here and mapping the domain name to my site here.
I suspect that different hosts have different ways of doing the same thing, my access is easy since it has a static IP that is only for my old site

I am shocked that the .ORG folks sent them here, doing under construction and moving from one host to another host is a common operation with .ORG installs. The only ones here that need that knowledge is the Guided Transfer Group.
Several ways to do things, the spare domain name is one way, I guess they could buy a domain name and set it up and get everything done in a few hours and send the domain name back at the 48 hour point for a refund, but then the name servers might not be giving them access. , so maybe not the trick way to do things. Can a domain name be “rented” for a week or so?
