Moving FTP files to WordPress

We have a website that was created with HTML5 and the database was built in Codeigniter. Since being developed, the support for that site has dropped off and I’ve been asked to take over and maintain the site. I’m not familiar with Codeigniter. I’m curious, could we move the site files into wordpress? what would be involved to do so and have the site maintain it’s formatting? Or would we have to start all over?
Can you please advise how to proceed?
