Moving owner links elsewhere

Hey there everyone.
I am new to having my blog hosted with WordPress, but I am not new to WordPress altogether. It is the only blog I use and it has proven to be more then enough for everything that I need. More to the point of this topic; I was wondering whether I can move or edit the ‘Blog at WordPress.com’ text from the bottom of my blog to somewhere else on the forum? Would I also be able to do this with the creators of the template?
Reason-being, I don’t want people coming to my blog and scrolling to the bottom and finding other peoples names down there. I would much rather having a page dedicated to this, rather then on the homepage (or at the bottom of every page like I said).
One more question; if I am able to do this, can I do it without paying for the ability to edit my CSS?

(1) Removing footer links is not possible without a css upgrade.
