Moving Primary Menu Above Header Image

I’m using the Oxygen theme, and my Primary Menu (Headline Menu, as I’ve named it) is currently below the header image in the blue text, but I would like it to be ABOVE the header image just below the page title and subtitle. How do I do this? Also, is there any way to have the header image span across the main column and the sidebars? Currently it only spans across the left sidebar and the primary content column.

If you would like to make stylistic changes to a theme, you will need the Custom Design upgrade, which allows you to modify the CSS.
