Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality. You are confusing WordPress.ORG and WordPress.COM. For that type of functionality you’d need a self-hosted site running on a paid web hosting service.

http://en.support.wordpress.com/plugins/WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Yes, provided you are referring to a wordpress.ORG install that’s running Jetpack only.

You are not providing relevant answers. You do not appear to have a clear comprehension of the differences between wordpress.COM blogs and wordpress.ORG software installs. I’m wondering why you replied 3 times stating the same thing, and were so confrontational.
I do not enjoy the tech aspect of blogging and am not good at it. This is why I asked the question rather than spend a bunch of time with trial and error. My blog is on a self hosted and paid for wordpress.ORG site and as the nature of it is hobby I am considering down sizing to a free wordpress.COM site. I am weighing the monthly cost with the convenience of the pluggins and other bells and whistles of the .ORG site.
As I have a very small number of followers I will find way of notifying them of the change if and when I decide to make one. A simple no that doesn’t work is all I was looking for. As for the suggestion from @mini2umario, it was wrong, but not so inconvenient that my life was ruined by trying it out and having it not work.

Yes and you use mailchimp. The subscribers through mailchimp cannot be imported into a wordpress.com hosted blog. Hopefully, you are clear on that.
