Moving the menu bar

  My theme is Inuit Types. The menu bar on this theme doesn’t stand out at the top of the page. Is it possible to move it to below the blog title or make it stand out more by increasing the size of the letters?

  It would require some CSS knowledge and the Custom Design Upgrade.
