I am surprised (and dismayed), that at just over $10 a month I cannot use plugins on our site? Is it true that only wordpress.org sites have this functionality?
Please advise.

Unless you have a wordpress.COM hosted site with a Business plan https://wordpress.com/pricing/ you cannot install any plugins in addition to those that are built in to all of our sites.
There is no FTP access to wordpress.COM hosted sites.

I would like to find the simplest way to be able to use diverse plugins (such as KingSumo and Yoast for example). Would it be in our best interest to switch over to self-hosted (bluehost) org then? I would rather pay a pro to do a Guided Transfer, however, I’m seeing that because we “use a Premium Theme, you’ll need to switch your site to a free theme.”
How do I switch back to a free theme? I’m being notified that I ned to be the plan owner to manage our site and the person who originally purchased the plan would like me to make these changes. How do they add me as an administrator to get the ball rolling here??!

I’m trying to be patient, but it is frustrating as the company I work for pays a premium price each month for “live chat and email support” which isn’t happening when needed.

At times when all operators are busy or unavailable, you’ll be able to get through to private email support.

The live chat is not working, it keeps bouncing to “upgrade plan”, even though my purchases are showing a premium plan. Just keeps bouncing back and forth. There is a notification “you need to be the plan owner to manage this site.”
And, “sorry you do not have enough permissions to manage this site.”
However, the plan owner added me as an administrator to manage the site and we do not understand why we are still getting these notifications. We need to expedite this matter and get to business!

I am sorry you are frustrated.
May I please ask exactly which username account registered the site and purchased any upgrades for it?
And has that person logged in and tried to use live chat?
The bottom line is that if the site`s actual owner does not succeed when using live chat https://wordpress.com/help/contact then you will have to be patient while waiting for Staff to respond to this thread here.

@selenamaemills live chat works if you’re logged into the account that owns the upgrades.
For what it’s worth, too, you don’t need to remove your premium theme, you only need to change it to something free.

We’ve already found are moving through the steps to self-host via: https://move.wordpress.com
And as earlier (but perhaps not clearly) stated, we thought we had upgraded permissions to include me as an admin to access the services paid for.
In the end we’ve gone an alternate route with a WP developer who got back to us faster.

You can have multiple admins on the site, but only one upgrade owner. The upgrade owner has access to live chat.
Anyway, glad you’ve got this resolved.
