Moving to wordpress.com

I would like to move the blog to wordpress.org
I have 2 questions:
1) If I export the blog and redirect the old blog, what happens with files hosted on the wordpress.com?
2) If I use 301 site redirect (13$/year) I will be able to manage the redirections one by one?

As long as you don’t delete the files or delete the blog, they will remain hosted at WordPress.com. Forever. (Or until the zombie apocalypse, if you believe in that sort of thing.)
If I use 301 site redirect (13$/year) I will be able to manage the redirections one by one?
If you get the Site Redirect upgrade, you don’t have to manage anything other than entering in the address you are redirecting to. As long as the permalink structure is the same, everything just magically redirects. :) (So, no, you won’t be able to manage the redirects on a case-by-case basis.)
