Howdy Andy ,
If you sign up for a Personal plan and if you decide to upgrade , you can do so easily, you dont need to pay the full amount , you will get a dsicounted price, you will get an option to Upgrade , as of now If you have a Personal Plan it cost 2.99$ and Premium costs 8.25$ you can upgrade your Premium at 5.26$ , so yes your amount you already paid will count.
Here is some useful Information https://wordpress.com/pricing/Also WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
WordPress.com provides free blogs and hosts them free of charge. There are no bandwidth charges. All WordPress.com blogs come with 3000 megabytes (~3 GBs) of space for storing uploaded files and images. Free features are listed here https://en.wordpress.com/features/
SO you can go ahead and even try out a plan and decide as per your requirements.

Following up on Andy’s question, is there a time limit to that upgrade and adjusted price? Example: I get the personal plan now, and in 3 months decide to upgrade. What happens then? Will the price still be adjusted to $5.26 (using your example), or will that adjusted option no longer be available after a certain amount of time?

Hi,
Yes you can upgrade the plan anytime, the price will be adjusted accordingly. Only cancellation is for 30 days. Plan upgradatiom possible anytime. Hope it clarifies your query.
