Moving website from old platform to wordpress.com business plan

I am working with a group that wants to discontinue their website that is currently running on an out-dated platform. They want to start fresh with the wordpress.com business plan and build the new website without interfering with the existing website until the WordPress site is ready. Can I signup for the free WordPress domain offered on the Business plan, build the website and then point the existing domain once it’s done? Also, does the Business plan support multiple domains? Thanks,

Yes, the fresh WordPress.com Business Plan site can be built with a new, free domain until the site is finished. The domain of the current site can then be transferred or mapped to that new WordPress.com site.
The Bussines Plan supports multiple domains, but only to point to a single primary domain associated with that Business Plan site.
