moving website from wordpress.com to self hosted platform

Hello guys o have read the info and need to confirm the following:
i do have an account on wordpress.com and linked to my preferred theme.
1. As i understand i can develop the website on wordpress.com and transfer to self-hosted service provider at a once of fee- correct?
2. if i upgrade to premium so i can have access to more customization – i will not be able to transfer?
3. What is the cost of hosting at wordpress with my own domain?i am sure all this information is on the website support form but i have been told so many different options and this has stalled the development of my site

As noted in the 3rd paragraph of the Guided Transfer page, Premium Themes and Fonts can not be transferred to self-hosted sites. Also, CSS customizations may not transfer, as the underlying code for WordPress.com and WordPress.org themes can be different.
