I’m curious if it’s possible to have looping mp4s as thumbnails and if that’s possible with all the templates you got?

Do you mean as thumbnails for your posts on the front page?
Post thumbnails use the featured image assigned to a post, and it’s not possible by default to set a video as the featured image. So for an animated thumbnail you can use a GIF instead.
But there are plugins you can use to add support for featured videos to your site. There might also be themes, but none of the themes we offer on WordPress.com does that, and this is the type of thing that’s also more likely to be in a premium theme than a free one.
Generally a plugin would be better than a theme for something like this, though.
I did some searching and found a tutorial at https://www.wpbeginner.com/plugins/how-to-add-featured-video-thumbnails-in-wordpress/ that explains how to do this using the Featured Video Plus plugin – link in the article.
You can use a plugin like that on WordPress.com if you upgrade to our Pro plan:

Yeah, that’s exactly what I mean. I want mp4s as thumbnails instead of GIF or a still image.
For example this theme has a video playing at the top of the webpage: https://videomakerdemo.wordpress.com/?demo
I want a video like that to keep playing (looping) on all the blocks below it that has a play button above it.
I am willing to either buy a theme, upgrade to the pro-plan or both to get that function.
Would you say it’s possible with the plugin above?

Ah, what you see on that page is accomplished with a Cover block: https://wordpress.com/support/wordpress-editor/blocks/cover-block/#video-in-the-cover-block
