I need help with getting started with WordAds – it keep saying saying my domain is not on primary (which it is), and that I don’t have an eligible blog? I only have have one blog post as of right now.

To use WordAds with a new site, you must have a custom or mapped domain set up for the site. This would be something like thejourneyofaspunkyzealouschristianlady.com or thejourneyofaspunkyzealouschristianlady.blog instead of thejourneyofaspunkyzealouschristianlady.wordpress.com.
Do you have something like that set up? If so, there might be something configured incorrectly. If you can post what the custom domain is, we might be able to help figure out why WordAds isn’t letting you get set up.

The only advertising program at WordPress.com is called WordAds and it’s for blogs on their own domains that have enough traffic to qualify for acceptance into the plan.

How domain mapping works
Registering an underlying .wordpress.com URL first is required for domain mapping. What domain mapping does is providing a seamless redirect to the very same content under the new domain URL when a person clicks the old URL .wordpress.com to the original content. It can take up to 72 hours for domain propagation to take place throughout the internet but it doesn’t usually take that long. https://en.support.wordpress.com/domains/There are 3 ways to add a custom domain to your blog. WordPress.com does not accept domain transfers but mapping an existing domain is possible. http://support.wordpress.com/domain-mapping/map-existing-domain/ The domain or mapping of any existing domain URL is included in the pricing for a personal upgrade, a premium and a business upgrade. The WordPress.COM upgrade for mapping a domain must be renewed annually.

You can use the Personal Plan, yes, but you need to add the plan first. If you add the domain first, Premium is selected automatically.
Go to My Site ->Plans and buy the Personal Plan, and then you can go back and claim your free domain at My Site ->Domains ->Add.

Sites using a free default WordPress.com address (example.wordpress.com) aren’t eligible for WordAds. You will need to either register a new domain or map an existing domain to your WordPress.com site.
Custom domains are a feature of all paid plans — Personal, Premium and Business. Each plan includes a domain credit which can be used to register a new domain or map one you already own.
The Premium plan will enable you to choose a custom domain and will also give you automatic access to the WordAds program. This means you can set up advertising on your site straight away.
