  We have a built-in Form block on WordPress.com that you can use to add different types of fields to a form, but it doesn’t have the option to create a multi-step form. For that, you’d need to use a form builder plugin.

  I see that you have upgraded to the WordPress.com Business plan already. This enables you to use plugins on your site to add more features, such as a multi-step form. You can review the plugins that show up for the search result ‘form builder‘ and check their descriptions to pick the one you want.
