    Yes :)

    For this, you would need to use a plugin called WooCommerce, which will add ecommerce functionality to a WordPress.com site. This is a guide on how to get started with WooCommerce: https://en.support.wordpress.com/introduction-to-woocommerce/

    To then be able to add the ability for people to sign up, and then sell via the site and WooCommerce, you would then need to add this WooCommerce Vendor Add-on plugin seen here: https://woocommerce.com/products/product-vendors/

    and what is the cost? 

    In order to install plugins and themes onto WordPress.com, the business plan would be required:
