Multilangual in sub folders for different languages

Hi, I would like to create some sub folders like :
http://www.localhost.com/IT
http://www.localhost.com/ES
http://www.localhost.com/UK
http://www.localhost.com/FR
and upload inside the whole wp as from the main one.
Do you think I can do this to make 4 different wp website with 4 different languages and SEO?
How can I do it?

There is no FTP access and we bloggerscannot install plugins. That means we can’t use Microsoft or Google translation widgets or any others, as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/

Sorry I did not specifies it before:I have an host with wp installed and I have access to my ftp and database.
I don`t need a translator plugin because I would like to push the SEO in different languages as much as I can.
I need a static website content.
Do you know any procedure to copy the whole blog in different folders?
I would like to create an “Image” and change the content. -
