multilingual sites – two sites on one

Hi – I just starting up a new website for my business, it needs to be fully multilingual – English and Hebrew. Someone suggested that I link for example ruthtranslations.com and ruthtranslations.com/en.
How do I go about doing that? (I am currently messing around with the worldpress ending, but will change to the .com or .co.il one I figure everything out)The blog I need help with is: (visible only to logged in users)

We do not have FTP access and we bloggers cannot install any plugins, we cannot use Microsoft or Google translation widgets or any others, as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/

Hi, thanks for your answer – you must have misunderstood me. I am a translator myself and would never use machine translation for my site :-) (no offense). I intend to write the content in both languages myself. Some websites have a language button that when you press on it you get the same website in a different language (not automatically translated, just a kind of a mirror site). I was wondering if that was possible here?
