Why can’t a user have all of their blogs under one account — each with its own unique identity — rather than having to open multiple accounts and having to sign in and out of each account which becomes rather tedious?

It is possible to have an unlimited number of blogs under one account. What do you mean by unique identity?

I have several blogs under different accounts for this reason …

I know how to open several blogs in one account, but that’s not the question.
If all the blogs are under one account they all share the same user ID.
In a multiple account there is one primary blog so that all likes and comments are associated with that blog.
But each blog has a distinct audience so that I prefer to have a unique user ID for each one which I can’t do if all the blogs are in the same account.
There is only one user ID — the one with which I opened the account — so to have a unique ID for each of the blogs I have to open several accounts.
Likes and comments for the other blogs are associated with the primary user ID. I don’t want that.
The only solution is to open multiple accounts which means I have to log out of one account before I can like or comment as another. It becomes rather tedious having to log in and log out all day.

Oh, as you can see I thought I was in one account, but answered your question using another account, but this demonstrates what I’m talking about.

Thanks for explanation. I imagine that it can be a hassle to repeatedly be logging out of one account and into another other. That’s the way it’s been since I started with WordPress.com in 2008. I don’t know the reasons for the restriction of one username per account, but I’d guess there are no plans to change that anytime soon. However, you may always make a suggestion at the Ideas forum, https://en.forums.wordpress.com/forum/ideas/.
One way around the problem, to a limited extent, would be to use multiple browsers at the same time, one for each account. I wonder if it’s also possible to use the same browser in incognito mode for multiple accounts. Seems to me that a staff member once suggested something like that to me.

Okay, I’m logged back in as topcat1953. But I had to log out of the SOAR account to answer as DP. This is really a hassle because I’ll get a comment notification for this blog, but have to log out of the other to respond.
Sometimes, I’ll like someone’s post thinking that I’m logged in as DP, but the SOAR gravatar appears because I haven’t logged out of SOAR.
It did occur to me to try different browsers, but that did not work. I got all sorts of pop-ups saying, “SOAR does not have access to this account,” or something to that effect.
I have four accounts now so you can imagine how inconvenient it is to constantly have to log out and log in all day, but thank you for your time.

You should be able to log into any of your accounts on any valid browser. The Browser Issues support page says:

Failures when attempting to log into a WordPress.com account on any of these browsers, with an error message such as the example you provided, suggests that the information provided during the attempt was incorrect. Remember, unless you have Two Step Authentication enabled, the only info required for log in is the following:
1. username (e.g. topcat1953 or shinyd53, not “DP” or “SOAR”) or email address
2. password -
