Multiple authors

Is it possible to limit ‘authors’ to draft-writing so that their texts can only be published by the administrator. This would allow the authors to write their articles at their ease but give the administrator to possibility to manage the number of posts per day.

If you check out the user roles there is certain role that allow the guest writer to write a article but can only be published by the admin. http://en.support.wordpress.com/user-roles/

Pardon, but I’m not sure why this was moved to “Ideas.”
Though we don’t know if the OP has a wordpress.com blog, we already do have the option to have users able to write posts but not publish them.
