Multiple languages on wordpress.com blog

Hello, I am trying to create an option on my wordpress blog so that viewers can change the language (ie a drop down box where the language can be changed). Is there a way this can be done with a wordpress.com site? I as looking at using WPML but I think this will only work with wordpress.org as it needs plugins.
My site is http://sixtyfiverosesblog.wordpress.com/ I would like it also be available in German, Spanish & Italian.

There is no such theme with a dropdown for language support here at WordPress.com.
We do not have FTP access and we bloggers cannot install any plugins, we cannot use Microsoft or Google translation widgets or any others, as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/
