  lettergrade is correct as things stand currently. However, if you install Jetpack (http://jetpack.me) on your other, self-hosted blog, you have additional options.

  Just by connecting Jetpack to your WordPress.com account, you can administer your third blog in your WordPress.com admin bar. You will still need to maintain separate login credentials for that site but once logged in you can go between the Dashboards via WordPress.com.

  You can also use WordPress.com Connect, which will actually do exactly what you were hoping to do, which is to use your WordPress.com credentials on your self-hosted site:
