  I would like to create a page that includes about 25 images with descriptions – with the ability to click on each image for a larger view. Can I do that in WordPress? If so, how?

  It sounds like you want an image gallery: https://en.support.wordpress.com/gallery/

  Each image has a description field you can fill out when you add it or you can edit it later in media section.
