Please let me know if I can achieve the following on my website with wordpress.com:
I need to create separate folders for sets of pages, each with its own home page, and assign unique domains to these individual home pages. Essentially, I want to manage multiple mini-websites under a single main website. This is necessary because our client operates multiple similar businesses and wants to manage them all under one admin panel.

Yes, this is totally possible, and this possible because users can be invited to sites to edit, contribute or administer, and so each of those sites would appear under those accounts respectively. https://en.support.wordpress.com/invite-people/
It’s also possible for those domains to be assigned to the sites individually.
