Multisite notification bar across all sites

  Hi, I have a multisite setup and am looking for a plugin or way to surface a notification (along the top) across all my sites. I have found some that only work on a site to site basis and that wouldnt be ideal to have to alter it on 26 sites.

  I know the template can be modified to include a header notification but our system is running in docker and will require restarts to add/alter the bar which is not ideal either.

  Editing / publishing in the dashboard would be the best.
