  Here is a guide to emptying your site of all its content for a fresh start and continue using the same address:https://en.support.wordpress.com/empty-site/

  Here is a guide to deleting a site: https://en.support.wordpress.com/delete-site/. Please keep in mind that once you delete the site you will never be able to re-use the address.
