My Account etc toolbar location

  The “My Account, etc” menu bar is at the bottom of the screen. How can I move it to the top?

  The blog I need help with is: (visible only to logged in users)

  It’s at the top for me. First thing I would try is log out of wordpress, clear your browser cache and cookies, restart your browser and try again.
