  On a free site, you may contact WordPress.com here in the support forums (where volunteers such as I often respond) or at the Contact page, here:https://wordpress.com/help/contact. Live chat support is available only to those with a paid plan.

  What do you mean by “paused”? Have you received any notification from WordPress.com about this?

  The site https://happybones.wordpress.com/ is publicly visible. Are you referring to this site and account or another?
