My admin bar isn't showing.

I started my account with wordpress.com as a contributor to another blog. I just started my own, and I kept it private while I built the site. Now I’d like to make it public, and I can’t find the admin bar so that I can adjust the settings.
Is it possible that I’m not an admin on my own account?
The blog I need help with is: (visible only to logged in users)

To change blog visibility to public from private go to > Settings > Reading and select option 3. Then “save changes”.

Thanks. I tried that. However, the gray admin bar disappears everywhere unless I’m on the forum.
I have a blue bar with “settings,” however it there is no way to find “reading” much less option 3. I’m trying, but it’s not there on either Chrome or Safari.

What kind of a device are you using to connect to the internet and to WordPress.com please?

You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog settings.

Thanks for the help. I clicked on the “Need More Help” link because I am apparently not an administrator of the blog I just started, and I can’t reset that.
