My Admin UI is Broken

  I have been trying to optimize my website. I have been trying to make caching more efficient and updating PHP and things like that. But today I come to my website and find this. I had been working on fixing some issues with javascript not loading properly on my website and slowing FCP. So, I suppose my question is: what is this and how do I fix it?
