my blog does not accept comments

  I have done the above, all is as is supposed to be. Yet, no comments can be made. This could be a plug in problem (lack of correct ones) or ithemes (a setting that blocks comments?) please dont tell me the obvious fixes like update plug ins because I’ve done all that. Ive also been told that the blog doesn’t work because its not hosted on WordPress (I use Siteground.)
