  I get the message “This blog has been archived or suspended”
  (http://inka.wordpress.com)

  Is there any documentation on what to do in this case??

  No, there isn’t. It generally means that somebody has reported your blog for inappropriate content and/or the admins have decided they don’t want it on their server. There seems to be no warning or communication with the blog owner in these cases, just zap.

  You can try contacting the developers through the feedback panel of your new account, but your chances of a direct response may be slightly better if you send them an email.
