I wasn’t informed and I didn’t have any notice about the suspension of my blog yesterday.
I have contacted the customer support who has just said that I breached terms and conditions and that Word press wasn’t the right place for my content. Ok fair enough although I didn’t know about these promote affiliate links, get rich quick programs, banner ads policy.I have emailed back the support asking how to fix this and move my content and DON’T LOSE MY SEO Power and they haven’t come back to me.
My questions are:
If I upgrade my blog would it make my blog been reactivated?
If not, can I buy the site redirect service and have the link redirected to a new site?Please let me know,

No
Your SEO relates to the original URL and since that is now a suspended blog the SEO is gone and no way to get any of that back.

But this is not fair!! I didn’t know I couldn’t use affiliates links otherwise I wouldn’t have done it. I wasn’t even contacted to notice that.

I think that requires a live blog to purchase.
WordPress.COM is quite clear about what is permitted in the Terms of Service – the problem is that most people do not read the TOS
