I am very, very newbie, and tech non-savvy. If I write an article (out of wordpress.com) and provide a link to my wp.com blog – can I set up a specific ‘location page’ to receive the visitor who followed the link? If so, what would I have to do on my blog.

If you link to the post, the visitor will always land on that post and thus will be counted under Top Posts, presuming that post has enough hits to qualify it for that list. The visitor will always land on that specific post anyway, whether or not it’s a Top Post. So what you’re asking is already automatically happening, if you provide a link to that specific post, not to the blog as a whole
For example:
Hey everybody, go check out my fabulous post The Greatest Ho! would NOT be a success, because the link is to my blog as a whole. It looks okay, because that post is at the top of the blog, but the correct link is actually http://raincoaster.wordpress.com/2008/03/31/the-greatest-ho/ not http://raincoaster.com. As time passes, other posts will replace it at the top and thus my original link won’t make any sense. I have to link to the post directly.

I may not be understanding you, or I have not explained my intent very well. Allow me to re-state it this way:
I will write an article on EzinesArticle.com. The article will not be selling anything – it’s simply informative above a particular subject or product. And, if correct, I’ve been told that I cannot sell on Ezine, nor would I be allowed to ‘post’ that article on my blog (???). So, at the end of the article, I can place a link to my blog, and take the reader there to receive additional (selling) information, or a free gift, or something – maybe even provide a link to a site to purchase what I am talking about.
Bringing a reader of that EZzine article to my blog (in particular) is not my primary objective. But, I would like to link him to, maybe a specific page on my blog, which I have created for his arrival to it. My blog may be of no concern to the reader, nor its posts – but only that dedicated page would be.
That’s what I am trying to do, because just linking to my blog will place this reader in a confusing situation as to where to go. I think that if I can’t do that, in some way – I would have to create a new and separate blogsite to accommodate my purpose.
I hope this better explains what I want to do. And, I would greatly appreciate any simple suggestions, as again – I am tech dumb.

You can create a page, rather than a post. On your dashboard look for ‘Write’, then ‘New Page’. If you post the url for the page in your article, it should do what you want. Though if you do use it for selling/forwarding traffic for business purposes, you should check the WP terms of service too, to make sure you’re not violating those.
