You have made the blog Private and need to change the visibility setting to Public.

https://victoriablog457.wordpress.com/ – is open to anyone – however it is a one day old blog with one post – it takes search engines 4 to 7 weeks to fully index a new site and that is only if there is something worth indexing on it – you need to add more content

I changed the setting on both my sites so they are accessible to anyone. But even when I type http://www.victoriablog457.wordpress.com in the search bar it does not open up. How is it possible to access the blog?

It opens fine for me on Windows 10 using Firefox 42 so that indicates you have a browser related issue or a connectivity issue. You need to do a Browser Connectivity Check please.
In order to help you Staff need to know your specific computing environment details. Please work through what follows and report back.
1. If you are not running one of the browsers and versions listed at http://browsehappy.com/ please try upgrading or switching first.
