  Lovely genealogy site. Well done on that.

  This is an error received by someone logging in as a user without permission to publish.

  User roles are explained there. If you created a user with the authority of contributor, a contributor cannot publish posts, only authors or higher level user authority can publish.

  Did you login in under another username different than usual? Many create secondary logins to sign in as less than Administrator level to protect their login and site from security hacks.
