My Blogs Have Different Dashboard Options. Why?

    Hello,
    I have two blogs/websites at this moment. one being parkerruiz.com and the other signaturepaintinginc.wordpress.com. I registered Parkerruiz.com with godaddy and got the wordpress hosting plan with took me through the installation and setup process for wordpress. After having created parkerruiz.com as my first blog i then made signaturepaintinginc.wordpress.com. And now when I am on the dashboard for parkerruiz.com it displays options that the dash for signaturepaintinginc.wordpress.com does not display, such as SEO, Plugins, ect.. Do I have to get paid hosting with signaturepaintinginc.wp.com in order to get the same options as parkerruiz.com?
