My card gets declined

I want to upgrade my free wordpress to premium plan, but at the time of payment it says ‘the card is declined ,please try another card’. I have tried to 2 cards but the issue is still the same

I’m not getting option to pay using Paypal.
My site is self-hosted wordpress.org which i want to migrate to wordpress.com (rottenmach.com).
And another one is vivdroidx.wordpress.com -

I’ve checked your account and I’m seeing an error which suggests the payment was blocked by your bank or card provider. It also looks like international payments may not be supported on one of your cards.
The next step is to contact your bank and ask if they are blocking payments to WordPress.com for any reason. Please also check whether international payments are supported on your card as this feature isn’t always enabled by default.
