My card got charged after I tried to upgrade but my plan is still Free

  Hi! I need help. So I tried to upgrade my plan from Free to Personal and when I hit Pay, a message popped that the transaction was declined but my card still got charged, and my plan is still Free. I also don’t see the transaction in My Purchases. Can someone help me with this? I would very much appreciate it, thank you!
