My CSS upgrade not working

I have purchased the $24.00 upgrade to be able to apply css to my site. I don’t know what the problem is but they don’t work. If I insert a <p> tag to apply styles to the text the css does nor affect it at all, not only but the tag is being removed immediately.Also inline styles don’t work, I read that I am supposed to buy the custom design upgrade then why did I buy this upgrade if is not useful to me? Am I doing something wrong? I think I know enough about styles and I should be able to use them. By the way my site was carlo2837 but I renamed it The Palio and is private because I am waiting for some permits to use some photos, does this matter?

I want to assure you that setting your site to private won’t change how the custom design upgrade works on your site.
However, you can use the Custom Design upgrade to further customize your theme’s design.

OK Thanks a lot for your help. I did not buy the upgrade for custom design just the css upgrade. I’ll try and see what happens.
