  I have three simple web pages that were created by another person. I would like to take control of these sites. what do I need to do?

  If you’re referring to WordPress.com sites, then this would require that ownership of each site be transferred to a WordPress.com account of yours, but only owner of the sites may do that. See the support page Transferring a Site to Another WordPress.com Account.
