My Custom Design is not showing in my dashboard

I just transferred custom design from one of my blogs to another. When I go to the dashboard of the blog it was transferred to and click on custom design it asks me to purchase it.
But when I go to my upgrades under the correct blog name it says custom design upgrade.
So the “my upgrades” page is correct. But I can’t actually access the upgrade from my dashboard.The blog I need help with is: (visible only to logged in users)

I see that Custom Design was just added to your site: http://raisedontheradio.wordpress.com/. Is that the site you wanted it on?
If so, can you please try clearing out your cache and cookies using the guide below?
The upgrade is available on that site. If you want it transferred to another site, please let me know!

I see it too when I look at “my upgrades”, but even after clearing my browsing history and cache, when I click on customize from the raised on the radio dashboard, I get the page to purchase the premium upgrade and cannot customize my site.
This upgrade was originally on another one of my sites and functioned fine. But I shut that site down and transferred the customize option to this site yesterday. I have not been able to use it.
I took a screenshot, but do not see a way to attach an image. -
