My dashboard doesn’t look the same as in the tutorials

I am trying to figure out how to change the picture on my home page. But my dashboard doesn’t look the way it does in the tutorials or answers. Help!

Note the difference between WordPress.com (where your site is) and the WordPress.org software (the link).

The two things are different. Here we use a modified version of the wordpress software and you need to follow .com instructions such as:
https://wordpress.com/support/menus/
and
https://wordpress.com/learn/ -
