My Dashboard options are missing some items

  I see no link for viewing my “starter” or “welcome” page, and no way to select the appearance or theme. My view shows some basics, but none of the “links on the right” referred to. I have read and re-read the tutorials and just cannot figure out how to begin! Am I not completely registered or something?
